What could put someone New, into a Secure Cell
(aka; SHU or Solitary Confinement),
1. The court’s orders have not been received: the J&C order, PSR, and U.S. marshals' documentation.
- Without that, they cannot let you into General Population
- Even if the Policy is that you will not be confined 23 hrs./day,
§ Being claustrophobic and a newcomer, this can be a horrifying
§ Despite Policy, staff shortages, may still leave you secure 23 hrs./day
§ So, it’s your 1st day in the unknown - what you thought would happen, didn’t.
- The legal team could verify with the facility's inmate systems management department (records office)
- That the defendant’s intake orders have been received
2. If there is a concern for the new inmate’s health or safety (ie, contagious disease)
3. If bed space is not available
