At least one ocean carrier is starting to change its detention billing practices based on the FMC’s proposed D&D rule... but it's still a proposed rule. We'll break it down.

1- We're still on supplemental notice of proposed rulemaking watch! The Federal Maritime Commission's Unreasonable Refusal to Deal or Negotiate with respect to Vessel Space Accommodations Final Rule was required (under OSRA 22) to be released December 16, 2022, but they announced they would be publishing a supplemental notice of proposed rulemaking. We'll be on the lookout!
From the FMC's Budget Justification it looks like this may not be out for a while, so we will be taking this off of our weekly monitor. We will continue to watch for language on all open/forthcoming rulemakings.
2- The Federal Maritime Commission released their FY2024 Congressional Budget Justification. There is some really interesting information in here. It's essentially their annual performance review self-assessment document. Do you think they deserve a raise?

3- A.P. Moller - Maersk posted a video on how to "correctly" say Maersk. Spoiler alert: there is no "correct" way.
