Sanitation, water and housing workers in Philadelphia could soon walk off the job. The city's blue-collar union has authorized a strike. They have been working without a contract since July. The city offered a one-year extension. DC-33 countered with a four-year proposal. The union's boss, Greg Boulware, says the city's response was 'disrespectful.
