Festus, the poor new guy on the block finds himself ion a pickle. The case of Paul is so complicated. The Jews hate him, and his predecessor put him in prison in Herod's palace. And now Paul is appealing to Caesar. And when a Roman appeals to Caesar it cannot be denied. So Festus finds himself in a difficult position.
